In 2071, about fifty years after a hyperspace gateway disaster left Earth nearly uninhabitable, humans have spread across the rocky planets and moons of the Solar System. With crime on the rise, the Inter Solar System Police (ISSP) established a system of legalized contracts, allowing registered bounty hunters-known as "Cowboys"-to track down criminals and bring them in alive for a reward.
