By 2039, rising sea levels from global warming have swallowed much of the world’s land. To punish humanity for its failures, a mysterious fleet of warships appears, armed with devastating technology that overwhelms every navy on Earth. These ships, calling themselves the Fleet of Fog, are each guided by a "Mental Model"-a humanoid avatar embodying the ship’s core consciousness, the "Union Core." Though their personalities vary, they all obey the unseen Admiralty Code, which enforces a strict blockade to cut off human travel across the oceans. Seventeen years later, Gunzou Chihaya, a former student of the National Marine Academy, discovers I-401, a rogue submarine with its own Mental Model, Iona, who chooses to side with humanity for reasons unknown. Seeing a chance to break the Fleet of Fog’s hold, Gunzou and his crew form a group of privateers called Blue Steel, embarking on a risky mission to reclaim the seas.
