Five years later, the Peacebreakers suddenly reappear, assassinating Milcia Stronskaya, a scientist holding top-secret files critical to the Sybil System’s survival-Japan’s surveillance framework designed to identify potential criminals before they act. To probe the murder and prepare for a confrontation with the Peacebreakers, the Public Safety Bureau’s chief recalls former Enforcer Shinya Kougami, now working under Frederica Hanashiro at the MFA after years in exile. His return stirs unresolved tensions with his former colleagues, Akane Tsunemori and Nobuchika Ginoza, but they must push past old conflicts to protect the Sybil System from its unseen threats.
